Mr. Kwame Kpekpena

Liberia Electricity Corporation

Kwame Kpekpena is the Chief Operating Officer of the Liberia Electricity Corporation (LEC).

Mr. Kpekpena joined the LEC in November 2022.  He leads the LEC executive management team, reporting to the Chief Executive Officer (CEO) under the oversight of the LEC Board of Directors.  He is responsible for LEC's overall operational, technical, and financial performance.  He oversees the Executive Directors, develops annual plans for each business unit, and ensures effective implementation.

Mr. Kpekpena is an Electrical Engineer and utility business and energy sector policy specialist with over thirty (30) years of experience managing and transforming electric utility businesses.  He was previously the Chief Operating Officer of the Millennium Development Authority (MCA Ghana), where he implemented several infrastructure and business transformation projects in Ghana’s power sector.  Mr. Kpekpena was the Country Team Lead for Private Sector Participation in the Electricity Company of Ghana (ECG) project, an ambitious reform initiative to introduce private sector governance and management into Ghana’s largest public utility.

Prior to joining MCA Ghana, Mr. Kpekpena held various executive and senior management positions in ECG, including Director of Engineering.  At ECG, Mr. Kpekpena oversaw the preparation, appraisal, negotiation, and implementation of numerous development projects.  He led the ECG team in negotiating several development credits with the World Bank, the African Development Bank, the Swiss Secretariat for Economic Affairs (SECO), etc. His experience at ECG covered areas such as capital investment planning and project execution, procurement of engineering systems, project management, power system planning, power system protection and control, network operations, and maintenance.

Mr. Kpekpena holds an MSc degree in Energy from the Norwegian Business School – BI, Oslo, a B.Sc. (Hons) in Electrical & Electronic Engineering from Kwame Nkrumah University of Science and Technology (KNUST), and a Diploma in Theology from the Trinity Theological Seminary, Ghana.

He is a Fellow of the Ghana Institution of Engineering.

Mr. Kpekpena currently serves as the Chairman of the Board of Directors of the Ghana Fellowship of Evangelical Students (GHAFES).  He has also served variously as the Chairman of the Electrical/Electronic Technical Committee of the Ghana Institution of Engineering, Council Member of the Energy Foundation, and Member of the Technical Committee of the Energy Commission.
