  1. The Governments of Liberia, Sierra Leone and Chad have received financing from the World Bank toward the cost of the REGIONAL EMERGENCY SOLAR POWER INTERVENTION PROJECT (RESPITE), and intend to apply part of the proceeds toward payments under the Contracts for Design, Supply, Installation & Commissioning of Solar Parks with Battery Storage Systems (BESS) in Liberia, Sierra Leone and Chad, respectively. For the respective contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

 

  1. The RESPITE COORDINATION UNIT (RCU) based in Liberia, the Procurement Agency on behalf of the Implementing Agencies of the beneficiary countries, now invites sealed Bids from eligible Bidders for the Design, Supply, Installation & Commissioning of Solar Parks with Battery Storage Systems (BESS), to be completed within a period between 12-16 months.

 

  1. Bidding will be conducted through Open International Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers (“Procurement Regulations, November 2020”) and is open to all eligible Bidders as defined in the Procurement Regulations.

 

  1. Interested eligible Bidders may obtain further information from and inspect the bidding documents at the offices indicated below, during working hours from Monday to Friday 9am-5pm GMT.

 

  1. The bidding documents in English (for Liberia and Sierra Leone) and French (for Chad) may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non- refundable fee of Three Hundred United States Dollars (USD 00). The method of payment will be by direct payment to RESPITE COORDINATION UNIT (RCU) with account number 6101938862 (Swift Code No. ECOCLRLM) held with ECOBANK LIBERIA LTD and submitting the payment advice as evidence to receive the code to download an electronic copy of the two Bidding Documents.

 

  1. Bids comprising of a Technical Part and a Financial Part must be delivered to the address below on or before 00am GMT October 5, 2023. Electronic bidding shall not be permitted. Late Bids will be rejected. Technical Parts of Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 11.00 am GMT October 5, 2023. Financial Parts of Bids received from Bidders whose Technical Part is determined to be responsive and meet the qualifications requirements specified in the RFB will be opened subsequently at a date to be specified following the evaluation of the Technical Parts.

 

  1. All Bids must be accompanied by a duly executed Bid Security in the respective sums indicated: Two Hundred and Fifteen Thousand United States dollars (USD215,000.00) for the Liberia Package, and Six Hundred and Thirty-Six Thousand United States Dollars (USD636,000.00) for the Sierra Leone Package (in 3 parts and ALL to be quoted for and awarded as a single contract). Incomplete bid for SL will not be accepted) and Five Hundred and Forty-Five Thousand United States Dollars (USD545,000.00) for the Chad Package valid for 150 days from the date of submission of Bids.

 

  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
