  1. The Liberia Electricity Corporation has reserved funds from its approved Budget for Fiscal Year 2023 and intends to apply part of this funds for eligible payments under the contract for the Supply and Delivery of HFO Power Plant Engine Oil at the LEC Bushrod Island Warehouse as per the Schedule of Requirements below:

  1. The Liberia Electricity Corporation now invites sealed bids from eligible bidders and qualified bidders for the Supply and Delivery of HFO Power Plant Engine Oil at the LEC Bushrod Island Warehouse. The delivery period is 4 weeks.
  2. Bidding will be conducted through the National Competitive Bidding procedures as specified in the Public Procurement and Concessions Act (PPCA) and approved by the Public Procurement and Concessions Commission (PPCC), and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
  3. Interested eligible bidders may obtain further information from Liberia Electricity Corporation and inspect the Bidding Documents at the address given below from 0900 to 1500 hours, Monday to Friday excluding public holidays. More information on how to purchase bidding documents can be obtained by contacting the LEC Procurement Department office on the Ground Floor of the LEC Head Office Building in Waterside or by contacting them through mail procurement@lecliberia.com and copy: ceo@lecliberia.com , coo@lecliberia.com and cfo@lecliberia.com

  1. Current Business Registration Certificate
  2. Current Tax Clearance;
  3. Bidders must be listed on the PPCC Business (Vendor’s) data base indicating eligibility to do said business in Liberia;
  4. Bidders must have successfully completed at least two (2) supplies done within the last three (3) years, of similar nature and complexity,
  5. Submission of an Audited Financial Statements for the last two years depending on the financial period of entity;
  6. Additional qualification details are provided in the Bidding Documents.

  9. Certificate of Incorporation
  10. PPCC Vendor Registration

 

  1. A complete set of Bidding Documents in English can be obtained by interested bidders upon the submission of a written Application to the address below.
  2. Bids must be delivered to the address below, at or before, 10:00 am local time on Tuesday, June 20, 2023. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address at the end of this IFB at 10:00 am local time on Tuesday, June 20, 2023 in the LEC’s Central Office Conference room on the 3rd floor. All bids must be accompanied by a Bid Security of Seven Thousand Five Hundred United States Dollar (USD7,500.00) or an equivalent amount in a freely convertible currency, in the format specified in the bid document.
