General Services Department
Mr. D. Baccus Roberts is the Executive Director of, General Services Department. In this role, Mr. Roberts is responsible for developing and implementing the utility’s HSEQ, Security, and General Services strategy and to ensure their alignment with the business objectives. Mr. Roberts holds a Bachelor of Arts (BBA) degree in Sociology & Public Administration from the African Methodist Episcopal University and is currently a candidate for an MSc in Project Management at the University of Salford-United Kingdom. He holds several other professional qualifications including NEBOSH (United Kingdom Health & Safety standard), OSHA (United States Health & Safety standard), Certified Compliance Professional, Hydropower Management, Hydropower Operations, Hydropower Policy, and Regulations, and Physician Assistant among many others.
Before joining the LEC, Mr. Roberts worked with the Ministry of Health & Social Welfare until Liberia transitioned from Basic Package for Health Services (BPHS) to Essential package for Health Services (EPHS) to overseeing key aspects of the construction of Liberia’s first industrial gold mine (New Liberty Gold Mines) and the successful rehabilitation of Liberia’s only hydropower plant that was non-operational for decades due to the Liberian civil war.
Mr. Roberts is a Health & Safety expert who takes pride in seeing his community and country develop with respect for the environment and human dignity. His quest for being a change-maker in solving some of the world’s complex and challenging problems set him apart to become a fellow at the McCain Institute for International Leadership / Arizona State University. He is also a proud recipient of the 2019 African Community Service Award for his outstanding record of supporting humanity on the African Continent.
