This Draft Environmental and Social Impact Assessment and Environmental and Social Management Plan (ESIA/ESMP) and Biodiversity Management Plan (BMP) Framework have been prepared for the Early Works (mainly comprising upgrades of an access road) of the proposed Saint Paul 2 Hydropower Project (SP2 HPP). The Early Works comprise the infrastructure required to facilitate the future development of the main hydropower project and are being assessed independently in accordance with applicable environmental and social requirements of the Government of Liberia and the World Bank Group. These documents are being disclosed in draft form to support stakeholder consultation and to provide an opportunity for interested parties to review the proposed activities, the preliminary findings of the environmental and social assessment, and the proposed mitigation and management measures. Comments and feedback received during the disclosure and consultation process will be carefully considered and, where appropriate, incorporated into the ongoing preparation of the final ESIA/ESMP and BMP Framework.
Given the enabling nature of the Early Works and the current stage of project development, certain aspects of the future SP2 Hydropower Project remain subject to further engineering, environmental and social studies, and subsequent decision-making. Accordingly, these documents focus on the impacts and management measures associated with the Early Works, mainly the access road, while identifying, where relevant, potential interactions with future project phases and the commitments for their continued assessment and management as project planning advances. please see reports below:
