The Management Team of the Liberia Electricity Corporation (LEC), led by Managing Director Hon. Mohammed M. Sherif, today conducted a high-level assessment tour of several key ongoing energy projects aimed at increasing electricity access and strengthening national energy infrastructure.
The tour began with a progress review meeting with International Consolidated Contractors Offshore SAL (ICCO)โthe contracting company implementing the design, construction, and installation of Liberiaโs first-ever 20MW utility-scale solar power plant. The meeting was held indoors at the project teamโs conference room and was attended by ICCOโs Project Manager, Mr. Salim Nasr; Deputy Project Manager of the LEC RESPITE/Project Implementation Unit (PIU), Mr. Dominic S. Gono; Technical Manager of LEC-RESPITE/PIU, Mr. Anthony Boye Osafo-Kissi; and other key stakeholders.
Following the briefing, the LEC management team comprising of its Deputy Managing Director for Administration Hon. Eric Augustine Fredericks, Deputy for Technical Services Hon. Mohammed L. Sow, Deputy for Operations Hon. Thomas Z. Gonkerwon, and other technical staff proceeded to inspect the construction site of the 20MW solar plant. At the construction site, Mr. Nasr and Mr. Gono briefed that the project is progressing steadily, with the installation of steel structures underway, which will be followed by the full installation of solar panels. He mentioned that additional materials and equipment having recently arrived and undergoing clearance at the Freeport of Monrovia. The contractorโs representative, along with the RESPITE/PIU team, engaged in detailed and thought-provoking discussions with the LEC Management Team, emphasizing quality assurance, implementation timelines, and alignment with the overall project scope.
During the site visit, Hon. Sherif emphasized that the project commissioning date of November 2025 remains firm and non-negotiable. The Solar plant, commissioned in October 2024 by H.E. President Joseph N. Boakai, is expected to significantly support Liberiaโs energy capacity, particularly during the dry season and will contribute to the overall electricity stability efforts.
The tour continued to the powerhouse of the Mount Coffee Hydro Power Plant, where repair works are ongoing on Unit #1โa 22MW turbine that has been non-operational since July 2021. The LEC Management Team observed notable progress in the disassembly phase, a critical step toward restoring the unitโs full generating capacity.
The final leg of the assessment took the team to Brewerville, Montserrado County, where electrification works are ongoing to over 30 communities under the World Bank-funded Liberia Electricity Sector Strengthening and Access Project (LESSAP). Several project sites in Brewerville were visited, showcasing tangible improvements in increasing communities access to electricity.
Speaking at the close of the tour, the Managing Director, Hon. Sherif and his deputies expressed satisfaction with the pace of work across all sites. They reaffirmed their commitment to delivering on the energy component of the ARREST Agenda and thanked President Joseph N. Boakai for his confidence in the teamโs leadership during this critical period of Liberiaโs development.
