  1. The Liberia Electricity Corporation has identified funds from its operational budget for the fiscal year 2024 and intends to apply funds to eligible payments under the contract for the Disposal of Heavy Fuel Oil Sludge and Light Fuel Oil Waste from the LEC Bushrod Island Tank Farm.
  2. The Liberia Electricity Corporation now invites a sealed quotation from eligible and qualified bidders for the Disposal of Heavy Fuel Oil Sludge and Light Fuel Oil Waste from the LEC Bushrod Island Tank Farm.
  3. A complete set of Bidding Documents in English can be obtained by interested bidders upon the submission of a written Application to the address below.
  4. Bids must be delivered to the address below at or before 10:00 am Local time, on Friday, June 7, 2024. Electronic bidding will not be permitted. Late bids will be rejected. Where necessary, sealed quotations will be opened in the presence of Supplier's Representatives who choose to attend at 10:00 AM GMT on Friday, June 7, 2024, in the Mini Conference Room on the Ground Floor of the LEC Building, Waterside, Monrovia, Liberia.
  5. Qualification Criteria

The Bidder shall submit with its bid the following additional documents:

   Current Business Registration Certificate.

    Current Tax Clearance Certificate.

    PPCC Vendor Registry Form (VRF).

   Certification from EPA to Manage or recycle HFO and other waste Oils;

    Exhibit proof of capacity to death with the disposal of HFO Sludge including the provision of reference (s) from similar assignments amongst other things;

  1. Contract Commencement/Start: Upon signing of contract/ Purchase Order and receipt of advance payment, if any.
  2. Contract Completion Period:. The firm shall perform the services for a period of six (6) weeks immediately after the proposal is accepted. This will include periodic collection/removal, cleaning, transportation, and disposal. The firm shall propose in his offer a detailed implementation schedule for the assignment.
  3. Payment Terms: Payment will be made based on the following: 30% of the total funds shall be remitted upon formalization of the agreement, 30% upon removal of half of the sludge has been removed and 40% of the remaining amount to be paid on completion of the assignment and approval of completion reports.
  4. Marking and sealing of quotations: Quotations should be clearly marked with the Procurement Description and must indicate your acceptance of the terms and conditions. Quotations should be sealed in a single envelope, clearly marked with the Procurement Description mentioned above, the Bidder’s name, and the name of the Procuring Entity. Envelopes should be sealed in such a manner that opening and resealing cannot be achieved undetected.

 

  1. Validity of Quotations: The quotation validity required is 60 days.

 

  1. Currency: Quotations shall be priced in United States Dollars.

 

  1. Award of contract: The award of the contract shall be initiated by the issuance of a small contract agreement to the most responsive bidder.

 

  1. Right to Reject: The Procuring Entity reserves the right to accept or reject any quotation or to cancel the bidding process and reject all quotations at any time prior to the contract award.
