IFB NO: LEC/ICB/TSEP/003/2025
International Competitive Bidding (ICB)
1. The Liberia Electricity Corporation has reserved funds from its approved Budget
for Fiscal Year 2025 and intends to apply part of these funds for eligible
payments under the contract for the Supply and Delivery of Specialized
Equipment to the Liberia Electricity Corporation as per the Schedule of
Requirements.
2. The Liberia Electricity Corporation now invites sealed bids from eligible and
qualified bidders for the Supply and Delivery of Specialized Equipment to the
Liberia Electricity Corporation
3. Bidding will be conducted through the International Competitive Bidding (ICB)
procedures as specified in the Public Procurement and Concessions Act (PPCA)
and approved by the Public Procurement and Concessions Commission (PPCC),
and is open to all eligible bidders as defined in the Guidelines
4. Qualification requirements include: Current Business Registration Certificate, Valid Tax Clearance Certificate, PPCC Certificate of Registration, Article of Corporation
5. Statement of satisfaction from at least three (3) previous and three (3)
current clients over the last two (2) years, with contact number.
6. Bidder must provide a statement of ability to pre-finance the
specialized equipment to be supplied
7. Bidders shall provide the warranty period for the specialized equipment
to be supplied
8. Bidders shall provide an authorized dealership for the specialized
equipment to be supplied
In addition, Local bidders are required to meet all local requirements for bidding in
Liberia, as shown in 1, 2, 3, and 4 above.
9. Interested Bidders can obtain a complete set of English bidding Documents
upon submitting a written Application to the address below.
10. Bids must be delivered to the address below at or before 10:00 am local time
on Monday, December 8, 2025. Electronic bidding will not be permitted. Late
bids will be rejected.
11. Bids will be opened in the presence of the bidders’ representatives who choose
to attend in person at the address at the end of this IFB at 10:00 am local time
on Monday, December 8, 2025, on the Ground Floor of the LEC’s Conference
Room, Waterside, Monrovia. All bidders must submit a Bid Securing Declaration
in the format specified in the bid document.
