Clarence K. Moniba Ph.D, currently serves as the youngest person to be named Minister of State without Portfolio, as well the Head of the President’s Delivery Unit (PDU). In these capacities, he serves as a Principal Advisor and Project Manager to the President of the Republic of Liberia, H.E. President Ellen Johnson Sirleaf, on all ongoing and priority infrastructure projects in the country. Dr. Moniba also heads the Diaspora Engagement Unit, the Philanthropy Secretariat and serves as the Chairman of Liberia’s Electricity Corporation (LEC). In 2013, he worked as Liberia’s Presidential Advisor and Project Manager with the African Development Bank’s High Level Panel on Post Conflict & Fragile States. Prior to this, in 2012, Moniba worked with the United Nations – Post 2015 Development Agenda (Liberia National Secretariat), as Operations Manager. After earning a Bachelor of Arts (BA) in Mass Communications, Journalism Minor in 2001, Moniba played professional Arena football (2001- 2004) in both North Carolina and New York. In 2007, Moniba obtained a Master of Arts (MA) in Government and later in 2015 he earned a Doctorate Degree in Rhetoric and Professional Communications.
